A white paper addressed to incoming leaders of the next administration and Congress proposes a series of important policy considerations concerning the reorganization of federal government.

The policy paper, issued by the National Academy of Public Administration and the American Society of Public Administration, outlines both actual and virtual approaches to reducing or consolidating duplicative and fragmented programs.

The paper was prepared by Allen Lomax, a long-time executive at the Government Accountability Office.
