Procurement is emerging as one of the most significant issues facing federal information technology leaders as the Obama administration begins its second term, a top ranking government IT official said this week.

More and more federal agencies are making the leap to cloud computing, adopting mobile technologies and developing APIs to share information. The race to meet a series of milestones for advancing federal mobility continues to encounter differing expectations and the underlying need for better methods for managing data, according to a group of federal IT leaders in the throes of delivering the Obama Administration’s Digital Government Strategy.

While iPhone aficionados may have to wait three to four more weeks to get their hands on the new iPhone 5, Apple officially released it latest mobile operating system, iOS 6, today. And that meant federal IT executives had yet another new mobile issue to contend with as they began in earnest to evaluate how the new operating system, which boasts 200 enhancements, might impact the growing use of Apple devices across the federal government.

“I think it’s safe to say that these continually improving and expanding features are a key reason why government workers find consumer mobile devices in general – and iOS devices in particular – so compelling for use in accomplishing their missions,” said Dr. Rick Holgate, assistant director for science and technology and chief information officer for the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF). The U.S. General Services Administration announced today that it is now offering cloud-based email services available to government agencies, through a new package of purchase agreements. The move is expected to make it easier for government agencies to migrate email operations over to Internet-based cloud computing service providers and reduce costs.

GSA developed 20 blanket purchase agreements and awarded them to 17 businesses today, GSA officials said. As a result, federal, state, local and tribal governments will be able to access a variety of cloud based email services. Keep reading →

The scrutiny over what federal employees spend to attend work-related conferences has continued to escalate after a recent salvo of letters to the secretaries of the Departments of Defense, Agriculture, Education, Health and Human Services and other agencies.

The letters, from Congressman Darrell Issa, R-Calif., and the House Oversight and Government Reform Committee he chairs, ask for a detailed accounting of travel spending in connection with 150 conferences. After analyzing “thousands of documents,” the committee concluded that the General Services Administration was hardly alone when, in 2010, it permitted employees to spend an average of $600 per day per employee to attend an over-the-top regional training conference in Las Vegas.
