OMB’s CIO Memo: Clarifies and Reinforces Primary CIO Responsibilities

Earlier last month, OMB Director Jacob Lew released a memorandum for the heads of all federal departments and agencies, which focused on four areas for which all federal chief information officers (CIOs) have authority and “a lead role”: Governance, Commodity IT, Program Management, and Information Security. The memorandum further reinforced responsibilities of the Federal CIO Council to manage the federal IT portfolio across agency boundaries.

The OMB action provides impetus for CIOs to leverage Obama Administration initiatives in driving change in their agencies, and represents and important signal of support for the position from the Administration – especially notable in light of its issuance just as the new Federal CIO, Steve VanRoekel, was taking the reigns from Vivek Kundra. Government Job Site Gets Sweeping Overhaul; Data On Monster.com To Move Back To OPM

The federal government’s centralized job site, USAJobs.gov, is in the final stages of a sweeping overhaul that will reduce a chronic complaint by applicants–the need to re-enter profile data–and give federal manages a better picture of potential candidates.

When it debuts officially October 13, the new version of USAJobs.gov will also represent a significant step forward in data security and integration, according to Angela Bailey, associate director of employee services, at the Office of Personnel Management, which maintains the jobs site. Cyber security powerhouse Symantec Corp. plans to release a new product within the next 12 months that it believes will deliver the necessary identity management and information protections that many federal agencies are looking for before they make the leap to cloud computing, a senior Symantec official said.

Many federal enterprises, particularly those in the defense, intelligence and homeland security arenas, have been slow to move to cloud-based services because of the security concerns that arise from moving an organization’s servers, software and data into a shared cloud environment. But with its new O3 (a.k.a. Ozone) product, which will combine identity management with policy controls, information inspection and encryption, Symantec officials believe they have the answer that the government has been looking for. Better Analysis of DOD Business Processes Key To Reducing Wasteful Spending

A recent GAO report on Department of Defense business management systems found that the department has requested $17.3 billion to operate its business systems during fiscal year 2012.

It turns out the number of DoD systems in operation is rather staggering: According to the inventory information, those funds were to be used to operate 2,258 business, 335 financial management, 709 human resource management, 243 real property and installation, and 281 acquisition management systems.
