The American Council for Technology and Industry Advisory Council (ACT-IAC) today announced the plenary session speakers and program agenda for the 23nd Annual Executive Leadership Conference (ELC), the premier event in the government information technology (IT) community. This year’s theme of “Driving Results in a 21st Century Government” will focus on the transformational changes that are occurring within government as a result of the exponential increase in data, adjusting agency priorities and continued economic uncertainty. The event will take place October 27-29 in Colonial Williamsburg, VA and maintains a three-to-one ratio of industry to government.

“Government agencies are faced with a conflux of challenges as they grapple with the realities of meeting essential agency missions while operating in a reduced budgetary environment,” said Margie Graves, 2013 ELC Government Chair. “ELC 2013 is an acute opportunity for government and industry leaders to collectively strategize how to leverage innovation and technology to create a more efficient and impactful model of governance.”

2013 ELC will feature leading experts from government, academia and the private sector who will share their unique perspective on the federal landscape and the advantages when industry and government collaborate to realize mission results. 2013 ELC plenary session speakers include: U.S. Chief Information Officer Steven VanRoekel; U.S. Chief Technology Officer Todd Park; General Services Administration Administrator Daniel Tangherlini; Harvard Law School and Kennedy School of Government Professor of Law Jonathan Zittrain; and Department of Homeland Security Undersecretary of Management Rafael Borras.

2013 ELC will bring together more than 850 senior-level government officials and industry executives to collaborate and solve government’s most pressing challenges. The event’s government-focused tracks and sessions will provide attendees with practical solutions to timely issues discussed by key government stakeholders including:

• Health and Sciences – This track will examine technologies and methods such as cloud migration and new service models to develop strategic and innovative responses to the mission needs of federal healthcare and science agencies.
  • Wendy Harman, Director, Information Management & Situational Awareness
  • Joe Klimavicz, Chief Information Officer, National Oceanic and Atmospheric Administration
• Cybersecurity – This critically important track will focus on the urgent requirement for increased cybersecurity across all government agencies’ networks and discern realistic strategies to ensure data integrity.
  • Priscilla Guthrie, Intelligence Community Chief Information Officer, Office of the Director of National Intelligence
  • Phillip Quaid, Director, Office of Analytics and Business Intelligence, National Security Agency
• Financial, Regulatory & Economic – The track session will focus on the role that data plays in federal financial and regulatory missions and identify ways to leverage shared services to ensure agency effectiveness.
  • Shawn Kingsberry Chief Information Officer, Recovery Accountability and Transparency Board
  • Christina Ho, Assistant Commissioner, Government-Wide Accounting at Financial Management Service, U.S. Department of Treasury
• Public Safety/Law Enforcement – This track’s sessions will differentiate processes unique to the federal law enforcement, public safety and disaster-response communities and propose strategies for adopting common risk and engagement strategies across the public and private sectors.
  • Luke McCormack, Chief Information Officer and Deputy Assistant Attorney General for Information Resources Management, Department of Justice
  • G. Clayton Grigg, Chief Knowledge Officer, Information and Technology Branch of the Federal Bureau of Investigation

“The collective goal of creating a smarter and transparent government is not something that can be done by government alone,” said Paul Strasser, 2013 ELC Industry Chair. “ELC 2013 provides a foundation for government and industry decision-makers to engage in thought-provoking dialogue and develop actionable strategies to improve agency mission performance.”

Recognizing that many government agencies and private sector organizations face reduced travel budgets, portions of 2013 ELC will be webcast and available to view online. Webcast viewers will be able to interact and ask questions with the speakers and conference organizers during presentations. In addition, federal radio personality Francis Rose will conduct live interviews with government speakers and attendees that will be streamed online in the afternoon of the second day.
